The U-Paint packages are zipped files which contain the necessary files you can use
within U-Paint (PSK) and also in Photoshop (PNG, or any other retouche program), to make your own skin.
These files are only for skinning, bear in mind that you will still need the model to use in game.
The content is:
A PSK file which is the wireframe model to use in U-Paint. IN U-Paint open file and select the PSK file type.
PNG files for the wireframes of the body and head textures to use within Photoshop.
